We were digging footings for a building today frost was at 10 inches.

I'm in SE Okla. I don't think the frost line ever gets much over a few inches unless we have several weeks of below freezing. We usually only have that kind freezes in January. The last several years we've gone from summer to winter so the ground takes awhile to cool down. E. Texas is about the same and in the Hill country rarely even freezes over a few days.
Building code here says 5 feet.
