how to best get rid of this...

Do you have a torch? If so, that's the easiest way to cut metal off over concrete. I wouldn't use a grinder or Sawzall if I had a torch available. The torch will be faster, easier on your back, and allow a nice flush cut to the concrete.

The only issue I see with that is the concrete exploding/popping like popcorn.
 
Try what you have, that angle grinder may or may not have the power to do the job but it is worth trying.
If it doesn't work then you can decide what to get that will be most useful to you in the future.
 
the angle grinder worked, but son and husband went through all the discs we got last week. Plus there are still stumps of metal sticking up about an inch. For now we covered it with a piece of plywood so I can park the Ranger there during the snow storm tomorrow but we plan on just putting some concrete on it and add a layer of gravel so its more even and doesn't bust the tires
