Inside is a flap
The flap covers the gun
The cell phone slides in between the flap and the front of the bag

The belt buckle is cosmetic the front flap is secured with a magnet behind the buckle

To my uneducated eye the belt is scaled too large for the pouch.

The belt is just a decoration
I held a thinner belt up to it at first and did not like what I saw
So I quickly referenced my rule book on things “they” say you can do and things you can not do. Found zero reference to belt size on a CCW/cell phone bag. At this point a decided to go completely Rogue and throw caution to the wind. Laughing like a mad scientist in his lab, late at night I installed the larger of the belts on the rack. Sat back looked at it and said works for me !!!!
