I mean, martial law could be just around the corner. Who knows what kind of situation you will find yourself in.

I imagine there will be a lot of Humvees around and you did technically pay for them with your tax dollars.

Be sure the battery is connected.
The Hummer may not be the ideal car to steal. It has a top speed of about 50 mph, and burns diesel like a big boat. It has little armor and is fitted with a GPS tracker. Hard to hide with all that gear.
 
My guess is if you borrow a Humvee in this manner, whatever is happening to you or whomever is chasing you is far worse than the consequences of commandeering a gov't vehicle.
