Step one, find a half a dozen utility knife blades.

Step 2 find a couple of bolts about 5" long and small nuts to fit.
Fit one blade to the bolt so it does not turn add a nut or two, depending on how wide you want your fringe. rinse repeat until the bolt is full and add a split washer and nut to hold it in place.
Step 3
Put several layers of duct tape over one side. and always use gloves or clamp it in some vice grips.
