Yeah, right.
Where have we heard that before? Oh yeah, The Third Reich.

That "for all practical purposes" statement makes it blatantly obvious that there was no expectation that the ordinance would disarm "the criminal element", even by eliminating a source - (theft).

Every person that doesn't pass a driver-proficiency test every year loses their license and becomes an illegal driver?
Water your lawn during the wrong month and you're a criminal? (California)
Make every citizen into a criminal and you have authoritarian rule.

Maybe they should rename Denver, New-Francisco.
