People that make 10 million dollars per year or more are immoral and they should pay 70+% tax.

You have to pause this one at 0:23 and read what Cuomo says.

It seems that if 1% of the population pays 63% of the taxes that New York runs on, it doesn't take very many leaving to totally screw things up.
(ie: leave the state with a 2.3 Billion dollar shortfall)
