Pretty sure they're building a retaining wall using something like Handy-Stone or Versa-Lok. You don't use mortar or concrete for either. Where I believe they messed up is they didn't do the back-filling as probably specified in the directions.

All of the blocks have smooth, even surfaces with no overhang to hold them in place..
Not sure why a retaining wall would be needed where they are building.
Also the guy that knocks it over has a trowel in his hand.

I wonder what percentage of American's live in camper trailers. I did know that on a census, maybe 2000 (?), anyone who was living in a camper trailer or RV was considered homeless.
